Highland Chambers of Commerce urge caution on Visitor Levy Scheme – Scottish Business News

The four Highland Chambers of Commerce have voiced strong concerns about the proposed introduction of a visitor levy scheme in the Highlands, echoing sentiments expressed by the Scottish Tourism Alliance (STA).

These business organisations, representing a significant portion of the Highland tourism industry, believe that implementing such a levy at this time could have detrimental effects on an already challenged sector.

The Chambers argue that the current economic climate is particularly fragile, and a visitor levy could exacerbate existing difficulties.

They warn that increasing the cost of tourism might deter visitors and harm businesses reliant on tourism for their livelihoods.

The proposed percentage-based charging model is criticised for being complex and costly to administer.

The Chambers suggest a simpler, fixed-fee model as a more manageable and equitable alternative. They also highlight concerns about the UK’s high VAT rate, which could effectively create a double tax when applied to the levy.

There are fears that the levy could put the Highlands at a competitive disadvantage. The region already faces challenges in attracting visitors due to factors such as travel costs and remoteness.

An additional levy could further increase the cost of visiting, potentially making the Highlands less attractive compared to other destinations.

Calls for Action

The Highland Chambers of Commerce are urging the Scottish Government and The Highland Council to take several steps:

  1. Pause and review the proposal
  2. Re-evaluate the charging model
  3. Ensure transparent funding allocation
  4. Conduct thorough consultations with businesses and communities

The Chambers emphasise the need for meaningful dialogue and a balanced consultation process. They call for the appointment of an industry-led forum to guide decision-making regarding the levy.

Additionally, they request clarity on the administrative costs and staffing requirements for implementing the scheme.

While acknowledging the need for change in the tourism industry, the Highland Chambers of Commerce stress the importance of a well-considered approach to ensure the long-term success of tourism in the Highlands.

In a joint statement, the chambers said: “We understand that change is needed for the tourism industry and are very happy to explore all options with relevant stakeholders.

“We believe that a well-considered and carefully implemented approach to tourism development is crucial for the long-term success of the Highlands – therefore, we urge caution and a thorough review of the proposed visitor levy before any decisions are made.”

As the largest tourism business member organisation in the region, they stand ready to explore all options with relevant stakeholders to find a solution that supports sustainable tourism development without overburdening the industry.
