Planning permission had been granted by the city council in July.
Fusion said it would deliver 619 student beds along with 9,500 sq ft of new commercial space through the creation of a shopping arcade that will include a pedestrian link to Renfrew Street.
Brodie Berman, the senior acquisitions associate at Fusion, believes the scheme can “kickstart the regeneration of Sauchiehall Street”.
